Goal to build a deck that features the current spotlit card: Living Tribunal

Living Tribunal by itself isn't much of a build around me card since its unique. My first thought was Adam Warlock and running the full set of Cosmic Entities. The problem was, the synergies in Protection and Aggression were limited at best. Additionally I was limited on the cards that did synergize due to his 1 per restriction. That left one hero who could play more than one Cosmic Entity, Spider-Woman. Coincidently, the best of the Cosmic Entities IMO, is Eternity and Leadership leans the best into this strategy.

The flaw with the Cosmic Entities is them turning up as boosts or getting discarded. They then go back to your discard and not the encounter discard. The fix is to control the encounter deck. Jessica Drew having her Double Agent ability and being SHIELD traited leans right into the theme of deck manipulation.

GAME PLAN:

Encounter Deck Vision

Jessica Drew having Double Agent, Global Logistics, Blindfold, Falcon, Heimdall, and 3 Make the Call give you a ton of view into the encounter deck. Of these only Global Logistics allows you to actually manipulate the deck.

Encounter Deck Manipulation

As mentioned Global Logistics lets you manipulate the encounter deck. However, if you have information you can also use allies like Cosmo and Havok to discard cards as well. Cosmo of course won't take consequential from ATK or THW if you know the top card. The one of Inspired is intended for him. Havok you'll need to be more selective on using him. Early, I'd suggest only doing cards without boost icons since he won't take consequential off of attacking. Though later, you might just need that damage and eat a big boost at the same time. You'll just want to get him back with Make the Call.

SHIELD

Jessica Drew being SHIELD is helpful for playing Global Logistics. In addition, I've included a small SHIELD package to help with playing the card when you can't go to AE. Monica Chang is an obvious inclusion because she brings out two SHIELD permanents. Agent Coulson and being in Leadership enables the Coulson combo. Agent Coulson + Rapid Response gives you infinite Activation + Block at the cost of Rapid Response every turn. Lastly the The Triskelion not only provides an extra Ally slot in this ally heavy deck but can exhaust for Global Logistics without having any change in it's usefulness.

Confuse

Jessica Drew Double Agent ability and he SHIELD trait being AE lends us to wanting to go to AE a lot. Dazzler, Professor X, & 3 Make the Call give us plenty of access to Confuse to safely go to AE.

Eternity & Living Tribunal

When these are in the encounter deck, the MOST important rule is to get them as encounter cards dealt to you only. These drawn as a boost or discarded from the deck means they go to your Hero deck discard. If you're dealt them as encounter cards, you cancel that encounter and get the perk.

ALTERNATE CONSIDERATIONS:

Wiccan - Similar to Cosmo & Havok, he is great at manipulating the top of the deck. Him being finite and the mass amount of allies already in the deck, left him cut.

Leadership Skill - If you don't know, this card is great. Everyone would play a 1 (2-effective) cost event that did a combination of 3 total THW or ATK. Having Cosmo and Havok means I could go through the charges fast to play another. There just isn't room for more than one in the deck. Thus Inspired got the nod.

Star-Lord, IPAC & other encounter card draws - These would be great to have if there was room to include them. Given how situational they can be to actually activating and getting a Cosmic Entity, I didn't feel they were worth the include.
