This is my 2025 Wolverine deck, which focuses on clearing schemes for benefits and making use of Justice attack events with his claws. It's going to get updated when we get Heroic Conditioning with Wonder Man, but creating it now to share with someone. Please note that I keep my decks built simultaneously and while I have some duplicate cards, not all cards are available.

When I first got Wolverine, I decided to build it around his Track by Scent event, of all things. I think trying to capitalize on scheme clearing was a fun design choice for this hero. With Skilled Investigator out, Track by Scent nets you 3 cards for clearing a side scheme! You won't always have it in hand though, so there's some Clear the Area as well; it's a weaker version, but when you need a scheme finish and don't want to wait, it'll get the job done. In addition to those, Making an Entrance is included so you can heal a little faster when finishing a scheme, so you can be a little more liberal with claw use. Heroic Intuition (and soon Heroic Conditioning) will help accomplish this. 8 events to finish a scheme with, you should always have one in hand.

Since I play in multiplayer exclusively, some schemes can get a lot of threat pretty quickly. That's why you can deploy a squad of Beat Mounties to help get schemes in perfect completing range for you; any others not needed can hit another scheme instead.

Waylay is another card that benefits from scheme completion. It's a 3-cost card so normally difficult to play if you're an event-based hero clearing schemes, but hey, it's free at the cost of 3 hit points! Just one damage short of matching Lunging Strike so you should have a lot of hard-hitting attack events at your disposal. I also included Stealth Strike as another Claw target to help get rid of a minion; yes 3 damage for 4 damage isn't the best return but the ability to clear a minion that might just hit you for that much anyways makes it worth it in the right situation. And hey, that piercing might make it worthwhile.

He has a handful of cheap allies as blockers for him. Angel is low-cost, Triage gives you a heal, and Colossus blocks twice! Since you have 2 of his team-up allies in the deck, I included the team-up cards as well but if you want to trim it to 40, they're the ones to cut.

I have X-Gene in there as well to help pay for Track by Scent and Regenerative Healing, and sometimes his attack events if I want to use them without taking damage. It's a good inclusion, though not a necessary one.

I can see what you want to do with Waylay, but I'm afraid that you cannot use Wolverine's claws to play it.

The claws have a specific "Action" to play the attack you choose ignoring his cost, while the Waylay is a response which needs an specific trigger to play it. When Waylay's condition triggers, you cannot use actions, only responses, therefore, you cannot pay it with the claws.
