Such a classic card. Basic thwart is probably the best statistic of three on hero side. But of course it's better if you choose Justice, you want to clear threat.

This is not the card for every hero. You should be at 2THW, to make this great. In solo perspective there are many schemes with threat 3. If you had spare space in the deck, this card alone can be "mini archetype". In multiplayer you can give this card to the person, how maybe not play a thwart oriented deck, but sometimes will use THW.

Rating (A-C): B not amazing, but can be useful in plenty of decks.
