Solo control deck combining Nebula with the S.H.I.E.L.D. archetype. Stack the encounter deck with Wide Stance, Global Logistics, and Blindfold, making Nebula's techniques more effective. Couple this control with extra confuse for safe flips. Sometimes you may even want to give the villain Advance, as the extra threat can be easier to deal with than a lot of other things.

Since we're spending extra resources on control, damage can be an issue. That's why we have:

Rocket Raccoon is good for netting 2 or 3 minion kills.

Pivotal Moment can progress the scenario when we're in a good spot.

Sonic Rifle can proc for extra damage when you've got the villain confused and are prepared to end things.

Originally, I had Concussive Blow, but subbed it out for Pulse Grenade for thematic reasons. The scrying helps with making sure flipping is safe anyway.

Other cards to consider: Upside the Head, "Think Fast!", Skilled Investigator, Turn the Tide, Concussive Blow

Pulse Grenade and Global Logistics make a great pair. I'm always surprised that there aren't more decks using them both. Why did you decide on just two Surveillance Teams with Monica though? That seems like it is limiting her value to me.

@adsarf The primary purpose of Surveillance Teams is to be exhausted for Global Logistics, and I only need one for that. Also, I'm only likely to pay for Surveillance Team directly if I have no other S.H.I.E.L.D. cards in play (and plenty of Global Logistics copies left in the deck), or some other very good reason, like a yellow double in my hand, or a lack of thwart (rare). Anyway, once the first Surveillance Team is on the table, I'll basically always wait for Monica instead of playing the second one directly. This way, I'm not missing out on her value of bringing a Surveillance Team into play. There is a possibility that I get the second Surveillance team into play from Monica and that I see her again on the next deck pass, but by then I've probably deliberately brought one of my Surveillance teams down to its last counter (which I could then use up before playing Monica).

Two copies is really the minimum to be able to play one directly (if it's the first S.H.I.E.L.D. card I see) and still reliably benefit from Monica's enter play ability. I don't think the third offers much to this deck for solo play, especially when there are other S.H.I.E.L.D. cards (Quake and Helicarrier) that offer more to Nebula.

Thanks @spinnerrogers, that explains your thinking. Like you, I always want to bring a Surveillance Team int play with Monica, and if necessary I agree it can be good to use one up just before you play her.

I suppose I always like to be able to place three snoop counters with the second sentence of her ability. The more Teams in the deck the better she is.

Its so funny, I built a very similar deck just last week, because I wanted to defeat expert Thanos with Nebula, and not being able to confuse the villain, led me into the shield package and the amazing encounter deck control it provides. I beat Thanos, and tried to take Magneto (that game is still paused, 2 little kids and all..) but what I found out during the game, is that I need more ways to card draw, because if you cant find a technique per round you are just sad, and it kills all you rmomentum in the game, so you must avoid it at all costs.

So I think One Way or Another is a must for her in justice, I also run Avengers Mansion. Like you I realized it would be best to have more damage for the final push, but I decided with Dum Dum Dugan instead of Pivotal Moment, since its shield, but I may give it a try.

She's on my top 3 heroes, and I plan to build a specific deck for her to take on Venom Goblin next.
