Hulk is a loner - and really - his power is to do a one shot attack per turn - so his cards aim to allow that shot to be as useful as possible (he is horrible when stunned and fighting an enemy with Tough). To deal with those, Athletic Conditioning and Beat 'Em Up try to mitigate those effects. First Aid tries to patch him up just enough.

His allies are scarce - he is a man of a few words and does not really make friends, but luckily for him Riri (Ironheart) and Daisy (Quake) hang around just enough to keep a few enemies off his plate.

His desire to discard cards at the end of the turn means everything is use it or lose it - so keeping the cost low and using cards like Assess the Situation and Deft Focus help.

While he does not really excel at containing the schemes - he does try to contribute - again the desire is to thin the deck so as to give his big punch cards a chance to return - so Beat Cop, Skilled Investigator, Chance Encounter , Interrogation Roomand Surveillance Team are meant to deal with threat and bring some benefit to Hulk if successful.

The rest of the deck is events that Hulk can play if there isn't something juicy to punch. Foiled!, Clear the Area, Impede and Running Interference provide just enough threat mitigation to give Hulk some capability to help a team given that he is the Justice fella...
