Captain America- Justice

Thanks for this, just what I needed to take down Red Skull with Cap.

I added Spider Man but that was a mistake in hindsight. Too expensive even with a Super-Soldier Serum in play.

I also considered adding a couple of First Aid's to reduce the need to flip, but again the threat control was so good that they weren't needed.

Oh, and Under Surveillance was delightful, might add another one or two in next time in case I don't get so lucky with draw.
