This is an alter-ego Maria Hill deck but one intended not to simply build out SHIELD supports. Those supports (The Circe, Command Team, Helicarrier) are used for Maria Hill to supervise her Recruitment Drive.
Suit Up tutors an ally and SHIELD Deputy. The initial allies are for boosting Organizational Support: Hawkeye (sits with arrow counters to soften up minions, Black Panther (who tutors Suit Up from Discard), Falcon (thwart the main scheme).
Leadership Training shuffles Suit Up from discard back into the deck.
With The Triskelion and Avengers Tower, there are 5 open ally positions to fill.
Med Lab holds an ally to "play from hand", which means it can be deployed from here by a Quinjet or The Circe when the moment is right.
The deck is designed for solo, but could be adapted for multiplayer with fewer allies and more tools to support other players (i.e. Resource Reserve, multiple Helicarriers).
