In the Marvel justice system, the people are represented by two separate yet equally important groups. The hero who investigates crime and the allies who prosecute the offenders. These are their stories.
The design of the deck is to mirror the two-fold nature of the Law & Order approach, simultaneous thwart and damage. The allies were chosen specifically for their multiple effects. Likewise the event Brains Over Brawn. Turn the Tide synergizes with Captain Marvel's basic thwart in the same way. Heroic Intuition boosts her thwart for that reason. Followed deals damage after thwarting a side scheme. Lay the Trap and Take Out the Guards are player side schemes with a similar effect.
