I JUST BROKE THE GAME HERE GUYS!!!
The basic premise of this deck is to stick Energy Shield on the villain, and then Optic Blast them every turn. You need to mulligan hard for Energy Shield and Ruby Quartz Visor, put Energy Shield on the villain, and use Ruby Quartz Visor to Optic Blast every turn.
A problem that I stumbled on testing this deck was defense, so I have added Defiance to minimize the damage from attacks. Mutant Protectors is also really good, as it can get in a free ally into play. Allies with toughness like Colossus are especially good for this.
Enhanced Reflexes is especially good for this deck, because it can power Energy Shield and Nightcrawler's ability. Threat removal is mostly from Beak and Tactical Brilliance, but Professor X can also provide thwarting. The X-Jet is also good, I have included Forge to pull it out.
Sideboard
Feel free to change out any of the events or allies depending on the scenario, you can also change out The Power in All of Us for The Power of Protection, depending on what cards you have added.

Energy Shield + Cyclops is a great combo! I was suprised to not see any X-Men allies from other aspects. It's one of the great joys of playing Cyclops! If you're really going in on the Optic Blast route, I'd consider Sharpshooter because your Visor will make the attack Ranged. You could even try Mutant Education to recycle Full Blast.
