Jubilee (Jubilation Lee) is a unique hero who leverages a resource-mixing strategy and her signature side scheme to accelerate setup and dominate both threat and damage output. Core Strategy and Win Conditions

•** Threat Control First:** As a Justice deck, the primary mission is keeping the main scheme and side schemes in check. Jubilee’s kit makes this easy – she can remove huge amounts of threat by boosting her events with the right resources. In multiplayer, this means your allies can focus on damage while Jubilee secures the campaign’s many schemes (e.g. rescuing Senator Kelly from Sabretooth or clearing Sentinel “captivity” side schemes) before they spiral out of control. The goal is to stabilize each scenario early by preventing threat loss conditions.
•** Accelerated Setup via Shopping Spree**: Jubilee’s alter-ego ability “Mall Rat” lets her immediately fetch her signature Shopping Spree player side scheme at game start . Clearing this side scheme provides a big reward (extra card draw or resources), jump-starting Jubilee’s board. In multiplayer, take advantage of not being first player when possible: stay in alter-ego on the first player’s turn, use Mall Rat to put Shopping Spree into play, then flip to hero on your turn and finish the side scheme for its bonus . This free early boost accelerates getting key upgrades out.
•   **Build Economy – Then Burst**: Jubilee is an economy powerhouse who can play a 3-cost or 4-cost event nearly every turn once set up . Mulligan hard for resource generators and her upgrades (detailed below). With Jubilee’s Coat and Jubilee’s Sunglasses in play, each expensive event you play hits far above its weight. The core win condition is to control the villain until you can unleash a barrage of powered-up events to close the game. Once her engine is running, Jubilee will “control the scheme and destroy the villain quickly with powerful events”  – often ending scenarios with burst damage (e.g. a boosted Waylay or Hit and Run dealing ~10+ damage).

'Key Card Synergies and Multiplayer Role

•   **Coat + Sunglasses = Supercharged Events**: Jubilee’s signature upgrades – Jubilee’s Coat and Jubilee’s Sunglasses – are the linchpins of the deck. Each provides a bonus effect (extra damage or threat removal) whenever you play an event with certain resource types . By paying for events with a mix of resources, you trigger both upgrades and massively amplify the event’s effect. For example, Three Steps Ahead, Waylay, Multitalented, and the neutral Hit and Run can all be pumped to astonishing levels with both upgrades out . With the Coat and Sunglasses, a 3-cost event can reach ~9 threat removed or ~10 damage dealt (often both), far above its normal value . This synergy is the deck’s engine – it lets Jubilee handle huge threat spikes or deal big damage on demand, which is invaluable in multiplayer when crises or tough villains (like Magneto’s tough status or Sabretooth’s healing) need a strong answer.
•   **Wild Resources Fuel Everything**: Jubilee’s hero ability is a built-in wild resource generator (exhaust her to generate a wild ), which, combined with deck cards like The Power of Justice and The Power in All of Us (double wild resource cards), means she can always pay with multiple resource types . These wilds count as whatever type you need to trigger Coat/Sunglasses bonuses. In practice, Jubilee often spends one resource of one type and one wild (counting as a different type) to pay for an event, thus activating both upgrades every time . In a team setting, it also means Jubilee is rarely short on the right resources – she can even pitch in for team-oriented actions (like triggering crisis icons or scenario-specific abilities) thanks to her flexible economy.
•** Stun, Confuse and Protect the Team**: Jubilee’s kit naturally provides plenty of control to keep herself and allies safe. Signature cards like Blinding Flash, Firecracker, and Flash of Light all inflict stun and/or confuse on the villain . This deck builds on that by including key allies and events for protection. Professor X (Justice ally) is a clutch include – when played he confuses the villain and removes 3 threat, letting Jubilee or another hero safely recover in alter-ego next turn . Wolverine (ally) provides consistent damage to help finish off tough minions or bosses. The deck also runs allies like Colossus (tough blocker) and Triage (healing) to shore up Jubilee’s low 9 HP , and an upgrade like Endurance to boost her hit points . For instance, if another hero needs to recover, Jubilee can confuse the villain so that hero can safely go to alter-ego without risking a scheme advance. She also clears annoying side schemes (like Mutants at the Mall or Magneto’s Asteroid M) with ease. Notably, Jubilee even has a special interaction in the Operation Wideawake scenario: the “Mutants at the Mall” side scheme grants an action to exhaust Jubilee and spend a resource to deal 2 damage to an enemy  – a thematic bonus that makes her even more valuable in that mission. Overall, her presence lets more aggressive teammates do their jobs better; they can focus on punching out minions and bosses while Jubilee ensures the team doesn’t lose to threat or surprise villain schemes. By the late campaign scenarios, Jubilee’s ability to contribute significant damage with boosted events on top of handling threat means she effectively acts as a secondary damage-dealer as well, helping the team burn down bosses like Magneto once the battlefield is under control.

Recommended Mulligan Priorities

When drawing your opening hand, mulligan hard for the pieces that will kick-start Jubilee’s engine: • Jubilee’s Coat and Sunglasses: These two signature upgrades are top priority. Getting either (or both) into play early is crucial – they turn every event into a powerhouse. If you only find one, prioritize Coat if you expect heavy threat immediately, or Sunglasses if damage is more pressing, as per the situation  (e.g. Sabretooth’s scenario starts with a side scheme requiring threat removal, so Coat’s bonus thwart is great turn 1). In general, playing these upgrades “as quickly as possible” is ideal . • Resource Generators & Economy Cards: Look for The X-Jet (X-Men resource generator) and Avengers Mansion for card draw support , as well as double-resource cards (Power of Justice, Power in All of Us) which count as wilds . These ensure you can pay for big events every turn and trigger Jubilee’s resource-based bonuses. Avoid keeping basic double resources (Energy, Genius, Strength) since their fixed type is less flexible for Jubilee’s combos  – wild-generators are better. If available, X-Gene (if included) can also help pay for an event if Jubilee is mutant trait, though the deck may favor wild doubles over it . • Shopping Spree (via Mall Rat): You don’t need to draw Shopping Spree in hand – Jubilee can tutor it out for free. However, you do want to capitalize on it. Mulligan for a hand that allows you to clear the Shopping Spree side scheme on turn 1. This usually means also keeping at least one threat removal event or a cheap thwart ally. For example, if you have a Multitasking or Lay Down the Law in hand and you’re going first, you can flip to hero and clear the Spree easily. In multiplayer (where you prefer not to be first player), ensure you have some thwart capability ready by the time your turn comes, to finish Shopping Spree and reap its reward. The faster you defeat that side scheme, the faster you’ll draw extra cards or resources to snowball your setup. • Key Allies for Safety: If your opening hand contains Professor X (3-cost ally), strongly consider keeping him. He can confuse the villain immediately and remove 3 threat – extremely useful if the scenario starts with urgent threat (common in Mutant Genesis scenarios) or if you plan to stay in alter-ego first turn. Colossus is another keep if you anticipate needing a durable blocker early (e.g. against Sabretooth’s aggressive attacks). Generally, one solid ally in the opening can ensure Jubilee survives the first villain phase, since her own defense is mediocre. • High-Impact Events: It’s usually okay to pitch most event cards in mulligan because Jubilee will draw plenty and can recur them (especially if running something like Mutant Education later). But if you see a particularly useful event for the scenario, you might keep it. For instance, Multitalented (if included) is a good keep only if you expect to pay with multiple resource types to maximize its effect; otherwise mulligan it. Hit and Run can be kept if you know you’ll need both damage and thwart turn 1. Generally, prioritize setup cards (upgrades/supports) over big events in your opening hand – you’ll draw into the damage/thwart events once your engine is running.

By following these mulligan guidelines, Jubilee should enter each battle well-prepared. Once she has her Coat, Sunglasses, and resource supports online, the deck will hit a stride where every turn she’s removing chunks of threat and blasting villains with fireworks.
