This deck is built around Maria Hill and Nick Fury. You're basically rereadying him as often as you can to keep building counters on your SHIELD supports. And using Agent 13 as often as possible to deploy those SHIELD supports.
Beast is there because Organizational Support is fantastic - you play Beast and pick up a card that gives you 6 resources. Chef's Kiss.
The organizational support generates 4 resources. Organizational support is a mental resource itself you can spend, then you can exhaust a mix of allies or supports but not 3 of each for 3 resources.
