I tried so hard to build an Agression or Protection deck for Hulk to play Expert. I failed. It seems that in the end Justice suits him the best in my opinion.

This deck is about staying in AE form a few turns at the beginning while setting up upgrades and support. You will discard most of the Hulk cards and mostly play Justice and Basic. BUT then... When you turn Green, you go wild : discard the Justice cards and wait to SMASH.

It also thematically kind of make sens to play Hulk with the Justice aspect. Think of it as a DOCTOR BANNER and MISTER HULK king of deck. He struggles in between two personalities, facing Inner Demons, hence the idea of balance and Justice.
