Although Captain America can't use arguably the strongest of the new SHIELD cards (Agent 13), he still has strong synergy with the playstyle. His alter ego form counts as a SHIELD card and Living Legend is useful for a justice deck that wants allies and doesn't mind switching to alter-ego.
Cap can do this all day, and by do this all day, I mean he can defend all day with Captain America's Shield while his allies and supports thwart, deal damage, and scry (Homeland Intervention).
Tweaks: I'm considering dropping a Field Agent for one more Surveillance Team.
