Thor Solo Protection vs Heroic Ultron

How do you take control of the Plan with low intervention allies? No Black Widow to prevent any tempo issue?

I find Black Widow to be way too slow in Heroic, sure she can save you in a clutch moment but spending a resource to then risk another card when you always get two isn't great. Not tested it yet though, so may be terrible!
